The Devon Advocacy Consortium provides an independent, professional advocacy service for people in Devon and Torbay.

We take action to help people say what they want, secure their rights, represent their interests and to get the services they need. Advocates can visit you at home or a place of your choice.


We provide advocacy in the following situations:


NHS Complaints

If a person wishes to make a complaint against an NHS organisation.


Independent Mental Health Advocate

If a person is sectioned under the Mental Health Act or under a Conditional Treatment Order or Conditional Discharge.


Independent Mental Capacity Advocate (the referral for this needs to come from a Health or Social Care Professional)

If a person:

  1. lacks all capacity
  2. has no family or friends involved

And a Change of Accommodation or Serious Medical Treatment is being considered.


Care Act Advocacy (the referral for this needs to come from a Social Care Professional)

If a person is going through one of the following processes and is likely to have significant difficulty with the process:

  • A S42 Safeguarding Enquiry
  • A Social Care Assessment
  • Care and Support Planning
  • A Care Review
  • A Carer’s Assessment
  • A entitled to S117 aftercare

The Devon Advocacy Consortium are commissioned by Devon County Council and Torbay and South Devon NHS Foundation Trust. We operate independently of the local authority and any other commissioning bodies.

Our team of Advocates are trained to work with specific client groups, and all Advocates have undertaken specialist training.

Several partners within the Consortium hold the Quality Performance Mark (QPM) for Advocacy services, awarded by the National Development Team for Inclusion.
